ASSUNTO: Declaração do Governo Português sobre a utilização de armas químicas na Síria / Declaration of the Portuguese Government about the use of chemical weapons in Siria

O Governo português reitera a sua veemente condenação dos recentes ataques com armas químicas nos arredores de Damasco que causaram inúmeras vítimas civis, agravando seriamente a dramática situação humanitária da Síria. Portugal considera que a utilização de armas químicas é inaceitável, representa uma grave violação do direito internacional e constitui um crime hediondo.

Recordando que a obrigação primeira de um Governo é proteger os seus cidadãos, Portugal condena firmemente a interminável escalada da violência e exprime a sua profunda solidariedade e apoio ao povo sírio.

Em estreita articulação com os seus Aliados, Portugal assinou, no dia 21 de Agosto, com 36 outros Estados, uma carta dirigida ao Secretário-geral da ONU, exigindo uma investigação cabal a estes acontecimentos.

O Governo português exige do Governo de Damasco que seja concedido à equipa de investigadores das Nações Unidas acesso irrestrito e seguro aos locais dos alegados ataques por foram a ser conduzida uma investigação profunda e apuradas responsabilidades. Reconhecendo e apoiando os esforços de todos os países na obtenção de informação, o Governo português atribui particular importância à investigação conduzida pela ONU.

O Governo português, em estreita articulação com os seus parceiros e aliados, está a acompanhar a situação nas diferentes instâncias internacionais, tendo o Ministro de Estado e dos Negócios Estrangeiros estabelecido contacto com o Secretário – geral da Liga Árabe a propósito da reunião de emergência hoje convocada por esta Organização.

The Portuguese Government reiterates its strong condemnation of the recent attacks with chemical weapons on the outskirts of Damascus that caused a Great number of civilian casualties, seriously exacerbating the dramatic humanitarian situation in Syria. Portugal considers that the use of chemical weapons is unacceptable, represents a serious violation of international law and constitutes a heinous crime.

Recalling that the primary obligation of a Government is to protect its citizens, Portugal firmly condemns the endless escalation of violence and expresses its deep solidarity and support to the Syrian people.

In close coordination with its allies, Portugal signed on August 21^st, along with 36 other States, a letter addressed to the UN secretary-General demanding a full investigation of these events.

The Portuguese Government requests the Government of Damascus to grant the UN investigation team unrestricted and secure access to the locations of the alleged attacks, in order to enable the conduct of a thorough investigation and the establishment of responsibilities. While the Portuguese Government recognizes and supports efforts of all countries to obtain information, it attaches particular importance to the investigation conducted by the United Nations.

The Portuguese Government, in close cooperation with its partners and allies, is monitoring the situation in the various international bodies, and the Minister for Foreign Affairs has namely contacted the Secretary General of the Arab League, regarding today’s emergency meeting convened by its Organization.
